The British University in Egypt is an Egyptian not-for-profit private university, founded under Egyptian law. It was established following an intergovernmental agreement between the Egyptian and British governments with a view to creating a university in Egypt following the standards and culture of British higher education and offering UK-validated degrees.
BUE is governed by a Board of Trustees comprising the President of BUE and eminent public figures from Egypt and the UK. The Board of Trustees is chaired by Mrs Farida Mohamed Farid Khamis. The Board of Trustees is approving the University Strategy and Byelaws which govern the University’s operations. The Byelaws also set out a committee structure for the day-to-day leadership and management of the University.

Professor Sir Magdi Yacoub
- Bio:
Prof Sir Magdi Yacoub is currently Professor of Cardiothoracic Surgery at the National Heart and Lung Institute, Imperial College London. He is the Founder and Director of Research at the Harefield Heart Science Centre (Magdi Yacoub Institute) overseeing over 60 scientists and students in the areas of tissue engineering, myocardial regeneration, stem cell biology, end stage heart failure and transplant immunology. He is also the Founder of the Magdi Yacoub Heart Foundation which is the legal arm of the Aswan Heart Centre, a charitable tertiary Cardiac Centre in Upper Egypt which serves Egyptian underprivileged pediatric and adult patients. He is also founder and director of Magdi Yacoub Research Network which has created with the Qatar Cardiovascular Research Center in collaboration with Qatar Foundation and Hamad Medical Corporation. Professor Yacoub was born in Egypt and graduated from Cairo University Medical School in 1957, trained in London and held an Assistant Professorship at the University of Chicago. He is a former BHF Professor of Cardiothoracic Surgery for over 20 years and Consultant Cardiothoracic Surgeon at Harefield Hospital from 1969-2001 and Royal Brompton Hospital from 1986-2001. Professor Yacoub established the largest heart and lung transplantation programme in the world where more than 2,500 transplant operations have been performed. He has also developed novel operations for a number of complex congenital heart anomalies. He was knighted for his services to medicine and surgery in 1991, awarded Fellowship of the Academy of Medical Sciences in 1998 and Fellowship of The Royal Society in 1999. A lifetime outstanding achievement award in recognition of his contribution to medicine was presented to Professor Yacoub by the Secretary of State for Health in the same year. Research led by Professor Yacoub include tissue engineering heart valves, myocardial regeneration, novel left ventricular assist devices and wireless sensors with collaborations within Imperial College, nationally and internationally. He has also supervised over 18 higher degree (PhD/MD) students and published over 1,000 articles. Sir Magdi has an active interest in global healthcare delivery with particular focus developing programmes in Egypt, The Gulf Region, Mozambique, Ethiopia and Jamaica. He is Founder and President of the Chain of Hope charity, treating children with correctable cardiac conditions from war-torn and developing countries and establishing training and research programmes in local cardiac units.
Sir Derek Plumbly
Bio:
Sir Derek Plumbly took up his appointment as United Nations Under-Secretary-General and Special Coordinator for Lebanon in January 2012. His career in international affairs spans more than 40 years during which he has held senior posts in the Middle East and elsewhere. He was the independent chairman of the Assessment and Evaluation Commission charged with monitoring implementation of the Comprehensive Peace Agreement in Sudan from 2008 to 2011.
Sir Derek Plumbly served as the British Ambassador to Egypt from 2003 to 2007, when he strongly encouraged the establishment of the British University in Egypt. He was previously, from 2000 to 2003, British AmAmbassador to Saudi Arabia. He also held the posts of Director, Middle East and North Africa (1997 to 2000) and International Drugs Coordinator, Director of Drugs and Crime (1996-1997) in the Foreign and Commonwealth Office. From 1992 to 1996, Sir Derek served as Head of Chancery at the UK Mission to the UN in New York. He was First Secretary in the British Embassy in Cairo from 1977 to 1980. He was knighted in 2000.
Sir Derek Plumbly read Politics, Philosophy and Economics at Oxford University. He is an Arabic speaker, having first studied Arabic in Lebanon from 1972 to 1974. Sir Derek is married to Nadia Youssef Gohar. They have two sons and a daughter.
Sir Richard Ottaway
Bio:
Sir Richard Ottaway is a former Officer in the Royal Navy and the Royal Naval Reserve. He read Law at Bristol University. On qualifying as a solicitor in 1977, he specialised in maritime and commercial law with leading city firms. He was first elected to Parliament as the Member for Nottingham North from 1983-87. After a period in industry he returned to Parliament in 1992 as the Member for Croydon South, and was re-elected in 1997, 2001 and 2005. Between 1992 and 1995, he was Parliamentary Private Secretary to Michael Heseltine MP and from October 1995 was a Government Whip. In opposition until 2005 he served as a Front Bench spokesman for the Conservative Party as Shadow Minister for London and Local Government, Shadow Defence Minister, Shadow Paymaster General and Shadow Secretary of State for the Environment. In the 2005–2010 parliament he was a member of the Intelligence and Security Committee and Vice Chairman of the 1922 Committee He was also a member of the Conservative Party Board. After the 2010 election he became the first Chairman of the Foreign Affairs Select Committee to be elected by MPs from all sides of the House. In 2011 he was declared The Week’s, Back Bencher of the year. In 2012, he won a 2012 Global Media Award for his research into population growth. He is also former chairman of the All Party Parliamentary London 2012 Olympic and Paralympic Group and is currently a member of the All Party Parliamentary Group for Population, Development and Reproductive Health. He was appointed to the Privy Council in 2013 and knighted in the 2014 New Years Honours.
He is married to Nicky and enjoys jazz and sailing. He is a successful yachtsman and has won a number of amateur trophies.

Rt Hon. Charles Clarke
Bio:
The Rt. Hon. Charles Clarke was a member of the British parliament for Norwich South from 1997 until 2010, where he served as secretary of state for education and skills from 2002 to 2004 and as home secretary from 2004 to 2006. Earlier in his career, he was president of the National Union of Students and then a Labour councillor in Hackney before working for Neil Kinnock, the leader of the Labour Party, as his chief of staff. Charles is a widely consulted expert on education quality and standards and the role of education and training in economic and global competitiveness. He read mathematics and economics at Kings College, Cambridge, and is now visiting professor in politics at the University of East Anglia. Since leaving Parliament in May 2010, I have been active in a number of areas, which can broadly be divided into the following categories:-
Academic Politics
I am a Visiting Professor in Politics at the University of East Anglia. Other than general lecturing and teaching, my main purpose is to improve the relationship between academic politics and the world of practical political activity. An early attempt to achieve this is the ‘Too Difficult Box’ lecture series at the University which is taking place between January and April 2010. I am also a Visiting Professor in Politics and Faith at the University of Lancaster. The University has established a department of Politics, Philosophy and Religion, within which I am doing some teaching and lecturing. More generally I believe that the relationship between faith and politics needs to be much better considered and discussed than is currently the case and the AHRC/ESRC Religion and Society Programme is directed by Professor Linda Woodhead at Lancaster. I set out my basic approach on this subject to the Royal Commonwealth Society in November 2006. I also do other occasional academic lectures and events.
International Education
I am developing my activities in the field of international education. I am a non-executive Director of LJCreate, a world wide business based in Norwich which creates practical and innovative e-learning teaching solutions, particularly in engineering, technology and and science.
I also offer strategic consultancy advice to the Open University, am a Special Adviser to INTO University Partnerships and have an advisory role to Nelson Thornes/Infinitas Learning. In addition I attend and give papers at various international education events and am seeking to promote educational development internationally, particularly focusing upon the strengths of UK education at all levels.
Migration
I am currently preparing a pamphlet for the Centre for European Reform dealing with the need for a migration policy for the European Union. We intend to publish this in the early Spring, in order to promote debate around these very important issues. In 2011 Charles was invited to join the Transatlantic Council on Migration, which is a project of the Migration Policy Institute. They represent different aspects of discussion of the ways in which democratic politics needs to develop in a globalising world and I hope to able to contribute something to this process.
International Activities
In addition to these areas I retain an active interest in international affairs. I am a Council member of the European Council for Foreign Relations , which is the first panEuropean think-tank. Its objective is to conduct research and promote informed debate across Europe on the development of coherent and effective European values based foreign policy. I am a member of the International Advisory Board of the Schengen White List Project, which is run by the European Stability Initiative, The main purpose of this project is to stabilise and normalize democratic development in the Western Balkans, with a view to future full membership of the European Union. I am a member of the Steering Group of the Apeldoorn Conference which stimulates dialogue between the UK and Holland. In addition to the above I am a consultant to Beachcroft LLP,, whom I advise on current public affairs. Prior to May 2010, I have a lengthy political history which includes being President of the National Union of Students, a Councillor in the London Borough of Hackney, work in the Office of Rt Hon Neil Kinnock MP when he was leader of the Labour Party, Member of Parliament for Norwich South and ministerial responsibilities in the department of education, Home Office and as Labour Party Chair.

The Baroness Pauline Perry
Bio:
Baroness Perry read Moral Sciences (philosophy) at Girton College, Cambridge, where she received an MA. For the next 10 years she taught philosophy, mainly at post-graduate level, in America and Canada.
Appointed to HM Inspectorate of Schools in the UK in 1970, Baroness Perry was promoted to Staff Inspector in 1975. She worked with OECD on various projects, including Higher Education Co-Development, professional training, and teacher education. She also chaired the EC working group on teacher education. In 1981 she was promoted to Chief Inspector, professional adviser to the Secretary of State on higher education, teacher policies and international relations.
Baroness Perry took up her post as Vice-Chancellor of South Bank University (formerly Polytechnic) in January 1987, the first woman to head a University or Polytechnic in the UK. She was President of Lucy Cavendish College, Cambridge from 1994-2001. She was Pro-Chancellor of the University of Surrey from 2001-2006 and Chair of the Council of Roehampton University from 2001-2006. She co-Chaired the Conservative Party Policy Commission on Public Service Reform 2006-7, the Church of England Inquiry into the Crown Appointments Commission 2000-2001, and the Nuffield Council on Bio-ethics report on Animals in Science 2003-2005.
From 1993-98 she was a member of the Overseas Project Board and chaired its Education Export Group. She was a member of the Prime Minister’s Advisory Group on the Citizens’ Charter from 1993 -97 and Chair of its Judges Panel from 1997-2004. She is currently a member of the Board of the Council for Education Economics, Chair of the Wandsworth schools Commission and a Patron of the Westminster Education Forum.
Baroness Perry was Co-Chair of the all party Parliamentary Universities Group 1996-2009. Was born in 1936. He is Egyptian Diplomat since 1957, worked in Egyptian Embassy in Bern in Switzerland and was the Deputy Permanent Representative to the United Nations in New York, then the Egyptian Ambassador to India. After that he became the Permanent Representative of Egypt to the United Nations. In the 90’s he was the Minister of Foreign Affairs until he was elected as the Secretary-General of the Arab League for ten years. Hounrary President to El Wafd Party and has been an extremely popular political figure in Egypt, Arab Countries and internationally. In 2014 Moussa was the Chair of the Fiftieth Committee for the Egyptian Constitution that all Egyptians voted and agreed on.

H.E. James Moran
Bio:
James Moran is a senior fellow at the Centre for European Policy Studies in Brussels, Belgium. He was Principal Advisor on the Middle East and North Africa at the EU’s External Action Service in Brussels in 2016/2017. His long service with the European Institutions was spent entirely in external relations and includes wide experience in European foreign, security, trade and development policy in the Middle East, Asia and Africa. From 2012 to 2016, he was the EU’s Ambassador to Egypt, and from 1999-2002 to Jordan and Yemen. Ambassador Moran was also the EU’s senior coordinator in Libya during the 2011 revolution. Between 2002 and 2011, after heading the China division in Brussels, he was Asia Director from 2006-2011, and the chief negotiator for a number of EU partnership agreements with China, Indonesia, Malaysia, the Philippines, Singapore, Thailand and Vietnam. Earlier experience in the 1980’s and 90’s included service with the EU Delegations in Jamaica and Ethiopia and various assignments in Brussels. Prior to joining the EU in 1983 he worked for the UK government and private sector in London. A UK national, he attended Keele, Harvard and London Universities.

In 1973-1982 he established and directed the Center for Earth and Planetary Studies at the Smithsonian Institution, Washington DC and served as Principal Investigator of the Earth Observations and Photography Experiment on the Apollo-Soyuz mission of 1975. He became Vice President for Science and Technology at Itek Optical Systems in 1982, before joining Boston University in 1986. He pioneered the applications of space photography to desert studies, with emphasis on groundwater exploration. He served as science adviser to President Anwar Sadat and is presently a member of the Advisory Council of Scientists and Experts to President El-Sisi of Egypt. His honors include NASA’s Apollo Achievement Award, the Nevada Medal, the Egyptian Order of Merit – First Class, and the Geological Society of America Distinguished Career Award. He is a member of the U.S. National Academy of Engineering.

Professor El-Sayed received the 2007 US National Medal of Science in Chemistry from thePresident of the United States (2008) and the Medal of the Egyptian Republic of the First Classfrom the President of Egypt (2009). He was nominated by the U.S. President to the US NationalMedal of Science Selection Committee in 2014, served a two-year term, and has beenreappointed for a second term. Professor El-Sayed is the 2016 recipient of the AmericanChemical Society Priestley Medal.
Professor El-Sayed is an Elected Member of the US National Academy of Sciences (1980), anElected Fellow of the American Academy of Arts and Sciences (1986), an Elected AssociateMember of the Third World Academy of Sciences (1984); he is an Inaugural Fellow of theAmerican Chemical Society, the American Physical Society and an Elected Fellow of theAmerican Association for the Advancement of Sciences. He is an Honorary Fellow of theIndian Chemical Society and the Chinese Chemical Society.
He received the King Faisal International Prize in the Sciences (Chemistry), (1990); DoctorHonoris Causa from the Hebrew University, honorary Doctor Degrees from the Colleges ofMedicine of both Mansoura and Alexandria Universities in Egypt. He has received a number ofnational awards such as the Fresenius, the Tolman, the Richard’s medal, the Lindeman’s medal,the Seaborg’s medal as well as other numerous local ACS section awards. In 2002, he receivedthe ACS-APS Langmuir National Award in Chemical Physics and in 2007 was awardedGeorgia Tech’s highest award, the Class of 1943 Distinguished Professor. In 2011, Thomson-Reuters listed Professor El-Sayed # 17 in their list of top Chemists of the Decade, and as aHighly Cited Researcher in 2015. Clarivate Analytics Web of Science listed Professor El-Sayedas one of their 2017 Highly Cited Researchers based on citations of papers published from 2005 to 2015. He also won the Charles Hatchett award in 2018.
Professor El-Sayed was an Alexander von Humboldt Senior Fellow, Germany (1982), aVisiting Professor at the University of Paris, an Alfred P. Sloan as well as a GuggenheimFoundation Fellow, a Fairchild Fellow at the California Institute of Technology and a MillerVisiting Professor at U.C. Berkeley.
Professor Ahmed Amin Hamza

Joined the Faculty of Science, University of Mansoura in 1972. He served as a Prof. of Physics, since 1981, Vice Dean (1986), first Vice President for Community and Environmental Development (1992), and President of the University of Mansoura (1994–2001). The Sector of Community Service and Environmental Development and the Communications and Information Technology Centre in Mansoura University have been established under his supervision. He served as Vice President (2005) then President of the British University in Egypt (2008-2013). He Established the Interferometry and Fiber Optics Research Laboratory in Mansoura University. He is a Fellow of the Institute of Physics (London), Fellow of the Royal Microscopical Society (Oxford), Fellow of the African Academy of Sciences. He has more than 140 scientific publications in reputable international journals including the book “Interferometry of Fibrous Materials” Published by Adam Hilger, England. Prof. Hamza has been awarded The Egyptian National Award in Physics (1987), The State Prize of Merit in Basic Sciences (1997) and the Nile Prize in Advanced Technological Sciences (2005). He was granted a Doctor honoris causa from the Technical University of Liberec, Czeck Republic (2000).

Professor David Phoenix
Bio:
Professor David Andrew Phoenix, OBE, DL, DUniv, FAcSS, DSc is the Vice Chancellor of London South Bank University, Chair of MillionPlus, and a member of the Minister for Universities and Science Brexit advisory forum.He was elected to Fellowship of the Royal College of Physicians (Edinburgh) for his contribution to medical research and education and recognised as an Academician by the Academy of Social Sciences for his work in areas linked to educational policy. In 2015 the Prime Minister appointed him as a trustee of the Science Museum Group. He is also a Director of National Centre for Universities and Business.
With over 250 publications, Professor Phoenix is a Fellow of the Royal Society of Chemistry, The Society of Biology, The Institute of Mathematics and Its Applications and the Royal Society of Medicine. Through these latter bodies he has engaged in a range of discussions regarding the skills agenda, especially related to employer requirements. In 2010 he was made an Officer of the Most Excellent Order of the British Empire for services to Science and Higher Education and appointed as a Deputy Lieutenant of Greater London in 2015.
He has worked extensively overseas developing and leading on an overseas campus in Cyprus and a research institute in China. He was awarded an individual Excellence award by China’s Vice Premier in 2014 and was admitted to Order of Friendship (China) in 2016 for outstanding contribution to the country’s economic and social development.

Professor Magdy Ishak was born in Egypt in 1947, and currently lives in London, UK. He graduated from Ain Shams Medical School in Egypt and was trained as an Orthopaedic and Spinal surgeon in the United Kingdom. During his Medical career, he pioneered the work on lower limb graded pressure stockings which reduce the risk of DVT and Pulmonary Embolism, currently these stockings are used worldwide in all type of surgeries.
Professor Ishak was instrumental in the adaptation of the ISO 9001 in healthcare accreditation, he was chosen by his peers as an Honorary Companion Charter Institute of Management, he also teaches Healthcare Economics to MBA students and was made Freeman of the City of Glasgow for his Civic work
He is a senior judicator in disputes between government and private healthcare providers in the UK. Professor Ishak is one of the early participants in PPP and has three major projects with the British National health service including the Neuroscience Institute in Preston University. Professor Ishak is the Chairman of the Egyptian Medical Society-UK, Vice Chairman of the British Egyptian Society, he is member of the IOD, and the Supervisory Board of London Middle East Institute London University. Mr. Robin Lamb
Bio:
Robin Lamb is Executive Director of the Egyptian British Business Council and a Board Member of the Egyptian British Chamber of Commerce. He is a retired member of the British Diplomatic Service whose career culminated in appointments as HM Ambassador to Bahrain (2004-06) and HM Consul General in Basra (2006). His previous overseas postings alternated with appointments at the Foreign & Commonwealth Office in London where he held positions involving regional analysis, policy formation and a leadership role in government support for the UK’s global trade in services (including education). Apart from the latter, his career focussed exclusively on the Middle East and North Africa region and included postings to Lebanon (for language training), Sudan, Libya, Saudi Arabia (twice), Oman, Kuwait (twice), Egypt (1993-96), Bahrain and Iraq. Sharon Page is a senior leader and manager with over 22 years Board-level experience in British and transnational Higher Education, central government administration and the arts and museum sectors.
She began her career as a lawyer, spending 10 years specialising in commercial property and company/commercial law in the UK working in both the public and private sectors.
In 1997 Ms Page joined the Tate Gallery in London as Head of Legal and Secretary to the Board of Trustees and set up and ran the first in-house legal department in a UK museum. She was closely involved in a range of complex and high-profile matters including the creation of the internationally renowned Tate Modern gallery in London.
She joined the university sector in 2002 as College Secretary at Goldsmiths College, University of London where she was responsible for all student and academic services, marketing and communications, commercial services, the library and IT services and legal and governance advice and support. She was then appointed Registrar and Secretary at the School of Oriental and African Studies (SOAS), University of London in 2006 where she was responsible for all student, academic and research services, the library and IT services, all corporate services (including finance, human resources and estates and facilities management) and governance, legal and compliance advice and support .
In 2009 Ms Page set up her own business, Sharon Page Associates, providing high-level management consultancy advice to a range of UK-based universities. Her clients included Kings College London, the University of Sussex, the University of Birmingham and City University, University of London. She joined the British University in Egypt in October 2018 where she is a member of the Senior Leadership Team responsible for the Student Experience Strategy, Quality Assurance, Student Affairs, Academic Administration, Staff Development and Internationalisation. She is also Secretary to the Board of Trustees.
Sharon has a First Class Honours Degree from the Open University in Art History and Cultural Studies. She is also a graduate of the Leadership Foundation’s Top Management Programme, a leadership training programme aimed at senior leaders in UK higher education.
Senate is responsible for developing, monitoring and promoting the University’s academic work and provision at all levels and for ensuring the academic quality and standards of the University’s academic awards. Senate also oversees the BUE Academic Regulations and their implementation.
Senate meets twice a Semester and reports to University Board. Senate is chaired by the BUE President. Membership comprises the Vice-Presidents, the University Registrar, the Faculty Deans, two elected academic members from each Faculty and the President of the Students’ Union or their nominee.
University Teaching and Learning Committee oversees the delivery of the BUE annual quality assurance and enhancement cycle. UTLC oversees a number of sub-committees including Staff Development Committee, e-Learning Committee, the IT Committee and Prep Year Committee.
UTLC meets monthly and reports to Senate. UTLC is chaired by the Vice President for Teaching and Learning. Membership comprises the University Registrar, the Head of IT Services, the Director of the Library, the Head of Quality and Validation, the Quality Enhancement Coordinator, the Staff Development Coordinator and the Vice Deans for Teaching and Learning/Teaching and Learning Coordinators from each Faculty. The Senior Assistant Registrar’s are in attendance.
The Research and Postgraduate Studies Committee oversee the BUE research strategy and the delivery of postgraduate programmes at BUE. It reports to Senate and is chaired by the Vice President for Research and Postgraduate Studies. Membership comprises the University Registrar, the Director of the Library, the Vice Deans for Research from each Faculty, two Research Centre Directors and an external expert on research. The Library Committee and Research Centre Committees report into this committee.
The Committee is chaired by the vice president of environmental affairs and community services, and membership comprises the University Registrar, two service centre directors and 3 to 6 members appointed by University Board with expertise in community service and enterprise.
Executive Group is an advisory committee to the BUE President. Its role is to follow up actions from the University’s key committees and to share information. Executive Group is Chaired by the BUE President and membership comprises the Vice Presidents, the University Registrar, 3 Deans on an annual rotating basis and the General Secretary. Prof. Mostafa Gouda

Prof. Gouda is an active member in the national organizations and committees which advocate the progress of advanced materials in Egypt .He is a member of the committee of promoting research professors and associate research professors in Mubarak City for Scientific Research and Technology applications. He is also a member in the National Committee of New Materials in the Egyptian Academy of Science and Technology. Prof. Gouda edited a book about the rare early works of Naguib Mahfous, the Egyptian Nobel prize winner in literature. Reuters published a report in Arabic about that book on March 8-2007. - Education History:
Prof. Gouda received his PhD from department of Materials Science and Engineering, North Carolina State University in 1981. He received his M.Sc from Department of Metallurgy, University of Connecticut in 1977 and his B.Sc in Metallurgical Engineering, Cairo University in 1968. Prof. Gouda joined BUE in 2005 as a Professor of materials science and engineering. He became the Dean of Engineering at BUE in May 2006. The Vice President for Research & Community Services in September 2011, the Acting President in March 2013 and BUE President from July 2013 until July 2014. Prior to that, he was Professor of materials science and engineering, and the Chairman of mechanical engineering, mechatronics, and automotive engineering department, Higher Technological Institute, 10th of Ramadan city, EGYPT. He also served as Associate Dean of the October sixth branch of the institute for the academic year 2003- 2004. - Fields of Interest:
Prof. Gouda’s research interests are in metal matrix composites, mechanical properties, inter facial and inter phasial phenomena of metal matrix composites. He is also interested in advanced steels and environmental studies. Prof. Gouda has been involved in teaching various courses in materials science and engineering, stress analysis, and engineering thermodynamics over more than twenty years.
